Board of directors

Professor Sue Brownill
Director

Sue is Professor of Urban Policy and Governance at Oxford Brookes University. Her research and teaching interests focus on the interaction of communities with urban planning and regeneration and providing affordable housing through the planning system. Sue was a board member of Oxford Citizens Housing Association until 2013 and brings this governance experience to OCLT along with extensive skills in policy research and lobbying. She also has considerable experience of working in, for and with community organisations.

Mark Child

Director (chair)

Mark has over 13 years’ housebuilding and renewable energy development experience both in the UK and US. He is a qualified barrister and a practising solicitor specialising in planning and public law for a major international law firm. Mark has community organising experience in planning, housing, environmental and economic issues.

Bob Colenutt

Director

Bob is a housing and planning researcher with a career in community planning and local government regeneration. He was involved in the campaigns which led to the community-led Coin Street housing development on the South Bank in London. In May 2020, his book, The Property Lobby, was published. He has lived in Oxford for the past 15 years and teaches part-time at Oxford Brookes University.

Maureen Elliott

Director (treasurer)

Maureen has worked across a wide range of services in local government in both Ireland and England. Her experience is mainly, but not exclusively, in finance. She is a qualified accountant and member of the Chartered Institute of Public Finance and Accountancy. She was previously Treasurer of Oxfordshire Community and Voluntary Association for 9 years.

Deborah Glass Woodin

Director

Deborah studied Occupational Therapy in Oxford in the 80s, then worked and campaigned in the Middle East for seven years. She returned to Oxford in 1992, becoming a City and then County Councillor. Deborah is part of Oxford GreenPrint workers co-op, a founder-manager of South Oxford Farmers and Community Market and director of Hogacre Common Eco Park.

Alexandra Green

Director

Alexandra was raised on the fringe of a green belt in Nottinghamshire, the daughter of tenant farmers. Suburbinisation and the land insecurity felt by her family sparked an interest in land use, development and architecture, ultimately lead to completing a FNDip in the Built Environment and a BA (Hons) in Urban Design, Planning & Development at Oxford Brookes.

Alexandra key interest lies in the sufficient supply, quality and affordability of housing. Having volunteerd with OCLT since the second year of her undergraduate she joined the board in 2024.

Alison Mathias

Director

Alison has lived in Oxford for 25 years. She has worked in social housing for 38 years, including managing development programmes and teams as Development Director, and Local Authority housing management experience. At Homes England, she worked on policy and strategy on environmental sustainability and on existing homes, and managed funding contracts with Registered Providers.

Guido Meloni

Director

Guido currently works as an urban regeneration programme manager. He has a background in Civil Engineering, and a Masters degree in Interdisciplinary Design for the Built Environment. Before joining OCLT he was involved in another community led housing project in Bristol, and has also previously worked in water and flood management, and transport planning.

Jonathan Miller

Director

Jonathan has over 35 years of home building experience, including over 15 years at board level of both PLC and SME house builders. He started his career in Architecture with a practice in Bedford before working for both developers and contractors across all disciplines, from land acquisition, planning, and design, to procurement and delivery – including four years as Regional Managing Director for the Kier house building business.

Miriam Mutizwa

Director

Miriam is an IT Systems Engineer with over 25 years’ experience in various IT sectors. She is a former MicroBanker and horticulturist. Miriam has worked in the construction sector in Africa since 2011. She is currently working as a Management Consultant. Additionally she is working closely with Local Authorities in the South East and South West of England as a Registered Service Manager in the Health and Social Care Sector for provision of residential and care services for all age groups.

Freelancers

Josh Booth
Coordinator
Josh has a background in academia and publishing. He previously taught sociology and social theory in Cambridge, where he founded and edited a magazine specialising in longform journalism. Alongside his work for OCLT, he is a freelance editor and translator.

Diane Montrose
Social media consultant

Diane is a marketing expert with over 15 years of experience working for global premium brands, who now uses her expertise to support small and medium-sized enterprises and purposeful businesses to achieve their marketing goals. She understands the challenges that SMEs and NPOs face, and she is passionate about helping them achieve their marketing objectives, often within the constraints of their limited budgets.
